Civil Defense Perspectives January 2012, Vol. 28 No. 2 [published April 2012]

The Kyoto Protocol is due to expire in 2012, and the 17th annual Conference of Parties (COP-17) in Durban, South Africa,  which was supposed to extend it, appears to have reduced it to an empty shell. Continue reading →
