		<description><![CDATA[A very good rational article.  As a certified health phyisicist who has worked in emergency prepardness, I too have struggled with the article&#039;s issues. FEMA and the United State radiological emergency prepardness community seems to have an attitude of radiation dose avoidance at all costs.  There must be a balance in considering evacuation for radiological reasons. Sadly, the radiological emergency prepardness community seems to forgotten this.]]></description>
